Blair advanced to the runoff after finishing second out of five candidates in the July 28 nonpartisan special election, according to CBS News. The runoff pitted him against Scott's daughter, Marcye Scott, who had finished first in July.
Rep. David Scott, who held the seat, died in April. The 13th District has been extremely favorable for Democratic candidates. Scott won his 2024 re-election bid with about 72% of the vote, and then-Vice President Kamala Harris received about 71% of the vote in the district, per CBS News.
Blair placed third in the May 19 Democratic primary for the full two-year term that will be decided in November, according to CBS News. In that race, Democratic state Rep. Jasmine Clark and Republican Jonathan Chavez will face each other for the seat beginning in January, per CBS News. Clark advanced from the Democratic primary as the top vote-getter.
The Associated Press projects Blair will complete the remainder of Scott's final term.
Blair won the runoff to serve the remaining few months of David Scott's final term in a district that has consistently favored Democratic candidates by large margins.
Blair holds the seat for a few months before the November general election between Clark and Chavez reshapes the district's representation. Watch for early 2027 when Clark or Chavez begins the full two-year term.
