CIA Director Ratcliffe makes unannounced Moscow trip for unspecified talks

CIA Director John Ratcliffe flew to Moscow on August 25, 2026, for unspecified talks with Russian officials, according to NBC News. A person with knowledge of the matter confirmed the trip but declined to say whom he was meeting with or what was the focus of the talks.

The visit marks Ratcliffe's first known trip to Moscow as CIA director and represents a rare in-person meeting between high-level U.S. and Russian officials during a period of strained relations. In-person talks between the two countries' officials have been uncommon since the 2022 invasion of Ukraine.

According to NBC News, a U.S. military Boeing C-17 Globemaster III, flight number RCH4555, departed from Joint Base Andrews in Maryland on Sunday just before 5 p.m. ET. Two accompanying planes, a C-130 cargo plane and a C-40, landed in Riga, the capital of Latvia, as part of the same mission. The C-130 then proceeded to Russia. A plane approached Vnukovo International Airport in Moscow just after 10 a.m. local time (3 a.m. ET) after taking off from Riga two hours earlier, per FlightRadar24 tracking data cited by NBC. The plane had apparently left Moscow on Tuesday afternoon, according to flight radar data.

When asked about the aircraft by reporters, Kremlin spokesman Dmitry Peskov said he did not have information about it. Neither U.S. military officials, the White House, the U.S. Embassy in Moscow nor the Russian Embassy in Washington immediately responded to questions about the flight's mission. The CIA declined to comment on the trip.

CIA directors sometimes act as envoys for presidents in high-stakes talks with adversaries, according to NBC News. Former President Joe Biden turned to then-CIA Director William Burns to relay stern warnings to Russia before and after Putin launched a full-scale invasion of Ukraine in 2022. Ratcliffe has traveled to other adversary nations in recent months: he made headlines with a visit to Venezuela in January to meet with interim President Delcy Rodriguez about two weeks after the U.S. military seized President Nicolas Maduro in a raid in Caracas. Ratcliffe also traveled to Cuba in May to meet with government leaders and was the highest-ranking Trump administration official to visit the island, per NBC.

Footage on social media purported to show a diplomatic motorcade travelling through Moscow, according to BBC News. John Foreman, who served as a British military attaché to Moscow between 2019 and 2022, told the BBC that the visit could be focused on escalation management given speculation recent drone activity in Germany could be linked to Russia. Foreman said the trip could also concern the release of U.S. detainees currently being held in Russia. Ratcliffe played a role in negotiations for the release of Russian-American citizen Ksenia Karelina, who was jailed in Russia for over a year after being accused of providing support to Ukraine, per BBC reporting. The CIA was involved in a 2024 prisoner swap deal with Russia that saw the release of Wall Street Journal reporter Evan Gershkovich, as well as former U.S. marine Paul Whelan and Russian-American journalist Alsu Kurmasheva.

Trump met Russian President Vladimir Putin at a summit in Alaska last year but the meeting did not lead to a breakthrough, according to BBC News. Subsequent U.S.-led peace talks between Russia and Ukraine appear to have stalled.
